Attestation of These Documents Is Must for NRI

Sometimes, one really gets confused over which document he should attest with the competent authority. This confusion can end up in delaying the visa processing. So, you must have a checklist of those documents prior.

But first, you should know about the categorization of documents that you need to attest. Subsequently, I’ll share the checklist of the NRI’s documents and the competent authorities. Always drill it into your head that the attestation of NRI certificates is a mandatory process. You won’t be permitted to immigrate unless you have a visa. You get it only after verifying the requisite documents.

Various countries have specific competent authorities, as the USCIS in the USA. You have to apply for the certificate attestation service in India or the USA or UK, wherever you live. If you talk about India in particular, it requires you to through three levels of documents’ verification.

  1. HRD Attestation: You should be aware of the fact that the HRD or Human Resource Development department in India ideally requires your presence along with the original documents. Besides what I aforementioned, you should carry these documents also. Thereafter, you’ll receive a file number and a phone number. Dial that number, if you want to check the progress of your visa application.

The HRD sends these documents, like degree or mark sheet, to verify with the pertaining university. Once it confirms their authenticity you get a call from there. Afterwards, you receive these attested documents. It takes 3 to 5 weeks in attesting those documents.

  • Passport and its copy
  • Supporting documents (aforementioned, which are précised according to the kind of visa)
  • Postal Stamp worth INR 50 (available in every post office)
  1. MEA Attestation: It’s a second level of attestation. You should know that this authority doesn’t scrutinize what you submit there for attestation. The authority conducts this process through agents. It offers a list of authentic agents. You can contact outsourcing agents, like Services2NRI, which is an experienced player.

If you ask about its processing time, you may have to wait till 5 days.

  1. Embassy Attestation: The embassy of the foreign countries, also, has to verify your documents. It, also, looks into your documents before putting its stamp of approval on your visa.

How much you should pay-it’s the point of contention. Yes, the NRI document attestation is not a free service. You have to pay on each and every level. The HRD requires you to pay INR 500/INR 1000 for the document verification with the university.

Although you need to pay little to the MEA, i.e. INR 18 (that can differ), yet it’s again not a free NRI service.

Once it puts its square-shape digital stamp on your paper, you win the leverage to go to the foreign sans hassles. The other member-countries identify this stamp through its unique ID number.

If you don’t want to be deported immediately after landing the airport of the foreign country, do get your documents, especially visa, attested. When do you require document attestation from state, MEA and embassy?

  • From State:

The attestation from the state government is required for, but not limited to, the educational certificates, like degrees, provisional certificates, a transcript and so on. Once the state government verifies, the Ministry of External Affairs (MEA) counter attests the similar documents.

Specifically, the General Administrative Department is a competent authority.

  • From the Ministry of External Affairs (MEA):

This authority counter-attests the documents after the state authority. It, particularly, verifies the personal documents of the NRIs and would-be NRIs.

  • From Embassy:

This is the last-leg attestation. The foreign embassy takes care of the attestation at this stage.

Tips for Quick Document Attestation:

  • Create a checklist of the immigration documents. Categorize them under personal, educational and professional documents.
  • Visit embassy with the original documents along with the photo-copies.
  • If you want this service on a quick note, select an authentic outsourcer that deals in the NRIs services.
  • Some attestation services are payable. So, be ready to pay off.
  • Always take along the photocopies that are clear and neat. In other words, they should be legible.
  • Always visit the competent authority before 15 minutes.

You can apply for it for whatsoever reason. Before that, you must go through the recent amendment that the ruling government has introduced. It’s about the so called Tatkal Passport. It’s basically issued to meet the emergency need to fly across the border.

Let’s catch on a few facts about its classification in the next section.

How many types of passport are there?

The passport authority has classified the applicants under three categories. You can identify them with its jacket colour or cover. Firstly, let me introduce the three categories which are:

  • Government officers
  • Diplomats
  • Laymen

The government officers would be issued a white-colour passport. This colour is changed to red for the diplomats. The rest ones, like you and me, cover laymen who would be given a blue-colour passport.  The government executed this colour scheme for the passport jacket.

The MEA and the ministry of women and child development (WCD), earlier, decided to issue orange passport to the ones who have not yet passed 10 class exams. However, the recent amendment is called off since it drew a lot of flak. So for now, there would be no orange coloured passport issued to the needy of the emigration clearance check. Albeit, the last page, that reads the personal particulars of its holder, is printed in the same orange colour.

The police and immigration authority use these personal particulars to verify its bearer’s identity and nationality.

Who does come under Class 1 officer?

It is to drill into your head that the stamp from a Gazette officer or class 1 officer over supporting documents used to be essential. It was the tale of yesterday. Today, it’s changed. Now, you don’t need the attestation service of the class 1 officer.

The class 1 officers are the Gazette officers. They are the government servants who are designated at the level of deputy secretary or above in the state or center. The district collector, superintendent of police, assistant commissioner and tehsildars collectively define the category of the Gazette officer or Class 1 officers.

What the Ministry of External Affairs (MEA) has amended?

The recent amendment applies to the issuance of the Tatkal passport. Now, the seal of verification from the class 1 officers is no more a must to have for this passport service. It’s a gift of convenience to the laymen who’re going to be an NRI.

The government has assessed the dilemma of the laymen. It found that everyone has no reach to the class 1 officers. So, it was a Herculean task to get their documents attested from the Grade 1 government officers. The findings revealed that usage of the discretionary power is a norm. Only influential people enjoy this privilege.  Therefore, the government has abandoned that barrier. It’s the impact of higher level of trust in the common man.

Which documents are required to apply for tatkal passport?

The altered provision stated these documents to be attached in support of your passport application:

  • Aadhaar Card
  • PAN Card
  • Election Card

A year ago, the birth certificate or birth proof was a mandatory document to submit. Now, the aforementioned documents are required only.

How many days does it take to process?  

The Passport Seva Kendra (PSK) takes just two to three days for processing this kind of application. Most of the expats find it an outstanding NRI service to get it in a short fragment of time. But, it won’t be dispatched unless the paperwork is completed and submitted to the competent authority.

Eventually, the applicant receives it via postal service.

My sister met a severe accident in UK last year. She owned property and had some funds in the bank. Since her condition was critical, I had to be with her at any cost. But my request for UK visa was rejected.

A Power of Attorney (PoA) helped me in transferring her funds and property to my name while being in India (which my sister desperately wanted to). But what I did to reach there, let I narrate in the correct procedure from start to finish. What to attest?

Diverse countries seek distinctive documents for processing immigration. The purpose of emigration determines exactly which documents must be verified. For example, a student will have to produce his pre-verified degree while an entrepreneur must get stamp on his business papers. So, it’s almost the cause that identifies.

Aspiring to study or set up business abroad? The aspirants must apply for the visa first. The checklist has already been mentioned to you above. How certificate attestation in India proceeds-you would learn through the given steps.

Pre-verification initializes this step. For it, the applicant must visit the office of District Commissioner (DC) or Divisional Magistrate (DM) or SDM (Sub-Divisional Magistrate). Collecting all the original documents, he must submit them in his office.
The original documents are sent to the concerned person of the school or college from where the degree is attained. For example, a B-Tech student must submit his original degree at DC office for cross-examination. Later, the DC sends those documents to the engineering college that issued it for cross.

Further, the competent authority (in this case is DC) receives it back. Subsequently, the DC counter-attests and handovers it to its holder.

The verification does not end here. The recipient takes the attested papers to the Human Resource Department (HRD) of the state government for passing the next level attestation. After getting them stamped there, he counter-attests them at the Patiala House, New Delhi from the MEA office.

Apostille stamp is the final authentication that the recipient gets.

Apostille service is the process of docs’ authentication. In 1961, the Hague Convention was established with 98 member countries for making the immigration procedure legally a walkover. Russia, Middle East, UK, all South American countries, African countries and many European countries are collated to it.  India is one of the member countries of this convention.  There are nations like Australia, New Zealand and Kenya, that don’t come under this convention.

The recipient must submit his pre-validated documents here to get its counter-stamp. The convention’s competent authority does not conduct cross-examination of the papers since they have been counter-attested by the HRD department. It just fulfills the formality of stamping that is mandatory.

From there, the recipient must submit his apostilled documents at the embassy of the country where he wants to fly.

Attestation defines the authenticity of the document. It marks the stamp of approval which denotes validity. For example, an attested birth certificate interprets its validity. This validity is proven by the Municipal Corporation of the region. And the corporation is governed by the government. Therefore, it is a proven document of an individual’s right of acquiring citizenship.
